New York is the largest legal sports betting market in America and operates under the highest tax rate of any major state. Both of those things are supposed to be impossible at the same time. Retail sports betting was authorized in 2013 and went live at upstate commercial casinos in 2019. The mobile fight took longer. Governor Andrew Cuomo wanted a state-run lottery-style model; the legislature wanted commercial competition. The 2021 budget compromise produced a hybrid: a competitive RFP that would award licenses to a small number of operators, all paying a tax rate set by their bid. The winning bidders accepted 51%, and online betting launched on January 8, 2022.
